I have arthritis in my knees and have not had an issue with my knees using this. A touch harder than an elliptical on the knees, but better than running/stepping. Note that I've had issues with mine if you can find my comments in the reviews. You can do a manual workout if the resistance bothers the knees.

The 30-lb inertia-enhanced flywheel also provides a faster gear ratio and effective weight placement to deliver a more natural striding experience. Keeping your legs parallel to each other will help eliminate any strain on the knees. You may also lessen the resistance if you notice strain. There are 24 levels to accommodate any individual preference for gentle movement to more challenging movement.
