• Yes. It does need wired power usually from your lights.

• Yes it can since the signal is coming from a Wifi device. I was able to view my backup camera from inside my house while I had the device connected to my car using the cig lighter as a test. Just be aware that the further you are from the wifi antenna the more there's a lag. Only warning I have is the camera can't really be angled so make sure you're aware how close you really are on the grid.
