If you want the specifications, they can be found under the section called “Specifications”. Who would have thought? Here ARE the specifications, specified: Voltage = 5 volts. Wattage = 21 watts. Current = 4.2 amps. There are two USB type A outputs. I have no idea what “open and short circuit voltage and current” is. Good luck.
