If you go into the audio settings and look at the chat mixer, it should show all the way to the person icon to the right, so if you move that left you should start hearing sound. Should the slider be fully grey, there is another problem but that's the most likely problem.

Sounds like you need to go into the XBox settings. On your XBox menu, go into Profile & System > Settings > General > Volume & Audio Output.
