Does the ring chime have to have to have power null

Mine plugged into any electrical out and works with the Ring Chime II.

No just plug into any socket and connect to wifi

Yes, the Ring Chime needs to have power (it does not have a battery option). I have mine plugged into an outlet in my living room. It glows blue with the Ring logo when it is working (and the light blinks to help you set it up with WiFi) so I wouldn't place it in a room where someone sleeps.
