Just connect the hdmi cable from the laptop to the TV to stream content from the laptop to the TV, you don't need the Roku. If you have wifi then the Roku will connect to it and then connect the hdmi from Roku to TV to stream.

Yes. You'd want to run Plex server on your PC and Roku will incorporate nicely for that. It'll allow you to watch videos, listen to music, look at pictures.

One simple answer. Get windows 10. You may (may not) have to use ultimate because that's what I use - if the feature is available on just regular 10. Then use the projection setting. It'll find your Roku then choose it and it'll broadcast your entire screen that way, better then chrome TV.
