“I currently have Roku express 4K=+ devise with my old non-smart TV. I can load my amazon prime video and get limited free Pluto, Tubi, Crackle, Freeve, Iheart music, and free local news (haystack, NewsOn). Is this the same with the Cass select 4K Smart TV”

Yes: just login with your same Roku account and it will carry over the same apps you have installed. You will have to re enter some passwords.
