According to Roku's website - https://support.roku.com/article/22036469326743 - this answer is incorrect and there is no requirement to register a Roku TV.

Thanks for at least answering the question honestly, but "You have to register your TV for it to work at all", for literally no justifiable reason, puts this solidly in the "GFY" category.

In order to activate your new Roku-branded TV, you'll need to sign in to your Roku account (or create a new one), which does require an internet connection. However, in a pinch, you could utilize a phone's hotspot connection to set this up. Once activated, you could use the TV as a 'dumb' TV with your antenna, as described. We hope this helps!
