Unless you have a "smart TV" each TV needs its own Roku device. The Roku devices don't all need to be the same, though. We have a cheaper Roku Express+ in the seldom-used guest room, an Amazon Fire Stick (I'm not a fan of its user interface) in another bedroom, a Roku SS+HE in the master bedroom, and a smart TV in the family room.
