Yes it can be used all over the world although you might not be able to download all the channels everywhere.

Hmmm...good question. You might need a US IP address, not sure. Also the HDCP protection scheme for HDMI may have trouble with a local TV. Not clear if they build-in regional differences. Wild guess - probably it will work but you might want to research further.
