is ruku ultra top of the line null

As far as streaming players that is the best one Roku has produced. I have owned mine for over a year and a half with no problems. I have also on Roku TVs in the past. With the TV you do not have to plug extra things into the television to get the identical service but of course you are purchasing a television not just a streaming fire.
