Will this device work in Canada. Is there a set up fee? null

It should as long as you have internet. I don't remember a setup fee. There are free subscriptions and also pay sites.

You can use the Roku player in space also if you have internet connection there :) There is no set up for Roku players, they are completely free. You will need to purchase the subscription of apps/channels you will use on Roku like Netflix, Sling TV etc.
