Can the pencil be charged while in the case? null

The pen uses batteries & does not require external charger.

The case is a zippered case. So, technically no. There are no built-in charging capabilities. However, I suppose you could charge an apple pencil in the case by leaving the case unzipped and plugging the pencil onto a cord the regular way, while it is sitting in the case. The main purpose of the case is to keep the apple pencil and its parts together for transport.
