There are 2 racks the cutlery space is on the side of the bottom rack.

It does have a utensil holder that is removable. I guess you could call it a rack, but there are only two shelf’s and the utensil rack sits on one of those. I got it for my friend as a gift and he loves it. It operates very quietly and does a great job on cleaning
