No it doesnt. Based on the weight of the load, it fills enough to soak clothes. This is why its water efficient. I was skeptical at first because you do not see a lot of water, but clothes come out perfectly fine.

it only uses enough water to cover the top of the clothes. It does not fill to the top of the tub.

Washer automatically measures the load, and fills to that level.

Yes. This is like a traditional washer except it does not have a center agitator.

The washer will fill to the proper level based on the settings i.e. Normal, Bedding, etc...
