No. Clear Motion Rate is a rating for picture quality. I think you might be thinking "additional processing", like AutoMotion Plus, and that feature you can disable to avoid additional picture processing. Clear Motion Rate - as a rating - takes into account three things: the panel refresh rate, the processor and the lighting system. Since all three of those variables make a significant difference with the overall picture quality, Samsung decided to use that as a more accurate representation of panel quality.
