• Yes it does, but I've not actually tried it out to see how well it works, but the option is there.

• From what I've managed it does not have picture in picture by default. You can have dual screen with a secondary device such as a smart phone. However, the dual screen doesn't operate for multiple physical sources. I.E. you can't watch cable/satellite while playing a PS4 game on the second screen.
