I think what you are doing wrong is, you are pressing the volume button down. You need to press upwards or downwards. I know this because my girlfriend had this same issue. Press upwards or downwards.
Sorry, there was a problem. Please try again later.it can turn the volume up and down. look at the instruction manual online if you have issues. the remote is not the greatest so a universal remote is a good idea but not needed if you can just reprogram your cable or satellite box.
