• When my TV arrived they removed it from the box, screwed the base on, placed it in my desired location, and helped me program my WiFi. They offered to help me connect it with cable but I don't have cable. If that's what you mean by set up then the answer to your question would be, yes.

• Mine got a free delivery from bestbuy, they carry this up into my apt. the setup is a separate service.
