“On a Samsung un82nu8000 is the 3/8” of black screen just inside the bezel normal? It is even all the way around, except on bottom it is only 1/4”. I didnt even notice, until I looked closely at the screen. Does my picture need expanded to fit the screen?”

I would play with the aspect ratio and settings. I had that issue at first with my Apple TV. I had to remove the dynamic input setting because some shows would be letterboxed and others wouldn’t. So it really depends on what you’re using on the tv.
