Can this work as a portable charger? null

Not really. This wireless charger will always need an outlet to be plugged into to work, so it's not a portable charger in that sense. However, the charger itself is physically portable and so long as you find an outlet, you're good to go. So you can take it to a coffee shop, for instance, but you will need to plug it into a wall outlet to charge your phone.

As long as the stand is connected, you can use it anywhere. I would not carry it in a purse, it is kind of big for that . But if you are traveling you can carry it in a bag (don't forget to bring the USB-C wall charger and the USB cable).

The charger requires to be plugged in order to wireless charge your device.

To be clear, it does not have an internal battery, however, you can easily using a mophie pack or other battery "refueling station" to power it - so you don't *have* to have an outlet.

It has to be plugged into a fast charging adapter to work.

Sure, if you have a portable power brick to plug into the charger.
