No. The Snapdragon 7C is an ARM64 processor. Under Windows 10, it can emulate an x86 32-bit processor so you can run 32-bit x86 Windows programs (or Linux programs under WSL). On Windows 11, you can also emulate an x86 64-bit processor so you can run those as well. Emulation does result in a performance hit, so your best results will come with software made to run on Windows ARM64.
