“it's a new tablet, why doesn't it have the latest os (kitkat)? can it be updated? it runs jellybean but kitkat is out, so can it be updated? also, when 5.0 comes out will it be available for the tablets?”

The operating system for android is made by Google. In order to do the update, Samsung has to make the OS update ready for the tablet. You should have the new OS within 2-3 weeks. If you bought a google nexus tablet, you would already have the new OS, but it just takes a little time for it to get released to Samsung, then they have to release it to you.
