Is one is designated as for 'Verizon' use, am I required to activate it now? Can it still be used for WiFi only when traveling or on my home network?”

Really easy answer: Tab Pro= No S pen, Note Pro= S Pen. Both tablets have the exact same spec 2560 X 1600, 3gb of ram 32/64gb of storage(Verizon is only 32 black) You can activate the Verizon note pro tablet whenever you want since its not on a contract. The tab pro 10.1 and 8.4 have 2gb of ram same screen resolution 32/64gb of storage.
