The offer then was only for newly activated lines. That means you need to add a new line to your account to enjoy the discount

New phone does need to be activated, which costs ~$30.00 upfront + all applicable taxes for the phone purchase (based on the price of the phone after the discount), which at least for me was ~$30.00 also. You activate the phone when you get it, they email you easy instructions.
