Yes it will use your data for GPS. Anything that pulls from your internet uses data.

However, GPS navigation apps require maps which must be downloaded from the internet, which will cost data. Most do it in real time, which will cost you data every time it updates the map. You can mitigate this by using an app which stores the maps on your phone and downloading them using a wifi network instead of your data plan.
