“Is there the option to purchase the phone unlocked without a plan?”

This question is for: Samsung - Galaxy S7 Active 32GB - Green Camo (AT&T)

You can purchase this phone without a plan, but it will be locked to the AT&T network. You would have to contact AT&T to get it unlocked.

Actually you can unlock any active s7 by becoming developer by pressing the build no. 3times like any other android in the world . The option to unlock the phone pops up. Or if you wanna use a Verizon phone with at&t simply set up a new apn in settings/network .
