“Can this tablet double as a phone? I know I have to look for the international version to get the phone capability (T211). But since this is an AT&T tablet with LTE capability I am just wondering if it does double as a phone.”

Only with Skype or other type apps. Will work great for video calls, but not as a complete replacement for a phone. Also remember Skype and other apps like this use data, so connect to wifi for use unless you have a massive data plan.
