• Yes, she can used anywhere, all what she need is access to WiFi to can sand e-mail or use some application if she don't have access she still can use a lot things and application on this tab also there is some languages options like Spanish

• Technically yes as long as she gets the correct power adapter to charge the unit up. The other problems is the US warranty isn't valid in Europe and you might be in violation of the software license agreement.
