• This is a tablet. You can buy it without needing to have cellular service. You will just need to have a wifi connection to use all its features.

• You might be confusing this TABlet with the NOTE 4, this tab is definitely not a phone, so, No, you cannot use a SIM with it, and yes you can buy it with no contract , (since it's not a phone).
