• Yes. But you need to download a wi-fi calling app and use it over wi-fi.

• Several ways (other than your phone co.) 1. I have my business phone with Comcast Xfinity which is VOIP (voice through the internet) and can call with a downloaded app. There are other VOIP services such as Magic Jack and Vonage (but have no first hand knowledge because haven't used.) 2. Skype which is also through an internet app (and provides video calling as well.)
