A 9V charger will be too much for the device and can cause damage to it. We have higher wattage for faster charging but not higher voltage.

Go to your phone and turn on hotspot, (remember on your phone, you have to be on data service mode and not Wifi or your hotspot may not work) go to your tablet and turn on wifi - both devices will scan and once on your tablet your phone name pops up, then just tap that device name and it should connect.

And it is a Verizon tablet. I will say that that Galaxy Tab A8 is a great tab to have.
