No, you can make video calls such as Skype on it but it does not have a regular phone function.

Please try again later.If you backup your cell phone data to the Cloud, either Iphone or Android, you can use any tablet as a phone if you download your backed data from the Cloud to the tablet. To do that, when you first setup the tablet use the same account you have for your cell phone.You will receive texts and phone calls in your tablets as well as in the original phone. Obviously, if have an iPhone you can only download your cell phone data to an iPad. And the Same goes to Android devices.
