There is no sim card slot or cellular radio on this device, therefore it cannot use mobile cellular internet on its own. You will need to use your phones Mobile Hotspot feature or get an auxiliary device (commonly called a jetpack) to create a wireless hotspot using your data plan and connect to it as a wifi network. The carrier you use does not matter since it uses wifi, so the tablet will not need to be 'unlocked'.
