You can use it without activating it as a Bluetooth device. Send receive calls and text messages while your phone is within distance. The call forwarding and cellular services won't be useful without activation. You can still get a data only plan through AT&T just for the Gear S. The GearS2 is Bluetooth only right now. I know the GearS is essentially unlocked. You could try using a Verizon SIM but it's not confirmed yet.

It does, but the Verizon model isn't available at BestBuy.
