This only works with Samsung Health and a handful of little known fitness apps. They have an app called Fit and Healthy that says it "Syncs steps, weight and other data between Fitbit and Samsung Health." "Free Options: Import steps, Export Steps- but will not allow you to participate in fitbit challenges, IMPORT Weight." I do not have a Fitbit scale so I haven't been able to test the functionality, but according to this app, you can. The app has a 3.2 out fo 5 star rating with 369 reviews.
