Verizon says that they do not lock any phones. When did this change? If this is a Verizon Phone it should already be unlocked.

bottom line..... No, Verizon, ATT, Tmobile, sprint, or any other carrier, pre-load the phone to their company, I really do not think you can used as un-lock at all hope this may help you

No, you would have to contact Verizon to get it unlocked.
