When plugged in, the device will normally show charging. It really depends on what the USB side is plugged into. Some devices may not provide enough power to charge the phone. But normally it will show the charging signal while in use. I bought this for use in a car, and it will charge while synced to the stereo receiver.

This does two things, it powers the unit to send the signal to the device receiving it, and it will still trickle charge the smartphone. Although, this may vary depending on what you running on the phone. Videos and apps draw a lot of power - especially if it is streaming video, and may use more power than the adapter can provide.

When I tried, the device did not appear to be charging but may have only been using more juice in transmitting to the TV then receiving from the plugin. My perception was it was not charging by also plugging in with USB connection to an AC plug.
