Yes sunset and sunrise with offset are available as well as multiple on/off per day. When using offset there is a bug and minus (-) is not available on pop-up keyboard. Work around is to cut and past a "Before" offset.

You are absolutely able to set a lighting automation for connected lights to turn on and off relative to sunrise and/or sunset.
