• Check the amps on your water heater but it is not likely that the outlet can carry that much current. I did something similar in my house in Costa Rica but I used the smart outlet to control a relay which in turn controls the water heater.

• Yes you can but you have to remember that the Gas pilot will not relight on it's own.
