“Is it normal for some water to remain in the very bottom of the dishwater inside where the round filter is? It's not in the tub but when I removed the screen and filter, there was about a inch or so of water in there.”

Yes, it will drain out eventually

That is not normal. I haven’t had this problem with my dishwasher.
