No - I am running my Samsung monitor at 3840x2160 via the DisplayPort and my 32" Samsung HDTV at 1920x1080 via a DVI port adapted to VGA via the same graphics card. Obviously, your graphics card must support two monitors to allow this, but it appears that the monitors CAN be at different resolutions.

When screen is lower (720,1080) and other is higher (2k, 4K), doing side by side will show different and curser movement will change. Something u can adjust too. For same side by side look, must be same resolution . Used with MacBook to display 4K video with editing on book.
