Below average is a relative term. To give you a high level idea, 64 GB can store about 50 movies in DVD quality. This should be sufficient for most use cases of low usage.

If the size of your data and OS is less than 64GB and you have the requisite backup/mirroring software installed, you should be able to use this device.

If so, most likely as long as you're not storing lots of media files (pictures, music, videos). Otherwise I'm not sure if 64GB would be enough to really take advantage of all of the features of Windows. Technically you COULD...I have an old surface 3 with 64GB and it runs Windows 10 and I have some MS office files on it, but most everything I store to Google Drive. Hope this helps!
