Does this work with the Samsung galaxy Note 9 null

It works with my S8 and S9+ which are USB-C cables. The Note 9 is also USB-C. The only problem would be using it if you have a protective case on the outside of the Note the end will not reach through the case. If that happens they sell an adapter that fixes the problem.
