No. The only place to get the ATSC 3 device is via the HDHomeRun kickstarter right now. This is an ATSC 1 device.

Since ATSC 3 is OTA broadcast, it is being done per market. Las Vegas is the latest where TV stations have adopted. Chicago and NYC are scheduled to happen in the second phase. A head up is that ATSC 3 is a two way system and will probably go beyond tailored TV ads to the consumer.
