I'm not 100% sure, but if I understand your question correctly, I believe you can start windows as long as it has the correct operating system files installed on it just like if you'd chosen a memory card, (microSD or SD Card), USB flash drive, or the most commonly used- an internal drive.

Obviously if you back up iPhone and/or iPad to a Mac or computer, you then can transfer back up to this drive. I have an iPhone, iPad, Macbook, and a Dell Laptop with Windows 11. I own 2 off these external drives a 2TB, & 1TB.
