It will tell you on the package, if you see voltage or power requirements as Max. voltage, 5.00±0.25 V (pre-3.0); 5.00+0.25-0.55 V (USB 3.0). Max. current, 500–900 mA (general); 5 A (charging devices) then it is USB powered and will be run when you pug it in the computer. Anything larger typically comes with an external power supply.

Older devices may not. Also, if the Dish Tailgater isn't USB 3, then you are wasting money. Google the model of the device you have to find a user guide or question Dish Support.
