You don't really need to have a phone to operate the scooter you can start riding it even if you don't own a smartphone. You need a smartphone to download the Ninebot app to change the mode from default (20kph) to Sports mode (30kph) to update the firmware and register the scooter to Segway and you're right about locking it using your phone. Theres no suspension so it gets a little bumpy riding it on the sidewalk but the large tires help a little bit compared to other scooter models that have smaller tires.
