Yes as long as the hub you use will connect

Yes. Depending on how old it is, you may need the GE "bridge." My Echo Studio has that functionality (as does the 4th gen Echo Dot, I believe,) so once it got set up through the app, Alexa just picked them up as new devices with full functionality. (Yes, I spent a little time just telling Alexa to brighten and dim them, turn them different colors, etc.)
