Yes, both brushes turn at the same time. In my opinion it won't damage the carpet. I have used it on multiple types of flooring all with great results.

Yes, the rollers always turn. There are 2 speeds for the roller, but not a complete off. I doubt the rollers would damage a carpet, they are no more aggressive than a full size vacuum roller.

No. Setting I is for bare floors and II is for carpeting.

I believe both rollers turn on all settings. The brush rollers will not damage dense,soft carpet

There are 2 settings and yes, both rollers turn on both settings. You cant shut off the turning of the rollers. I dont have carpet, so i cant answer your 2nd question.
